All peripheral have input lag help!

Hello guys i got a serious problem,


since 1 week now, all my peripheral (mouse, keyboard, controller) have input lag!
it came progressively and now i can't play any game...
I have done lot of thing :
Changed Disk
Reinstall windows 10
Changed HDMI cable
Try another mouse, controller
Changed electricity spot
Triying with and without XMP
With and Without Genie OC
Change AHCI and RAID
Cleaned my mouse carpet
Tried different games
Updated all drivers
Updated the BIOS
Virus scan (no virus)

it ruin my pc... just because of this small delay i can't do nothing...
It's not an FPS issue i got same FPS as before

my friend, family can't find a solution...
Can someone help me, it would be very appreciate

Solution
Boot your system.

Open Task Manager and watch your system for a while by looking at the various tabs. See what is going on and what resources etc. are being used and used by what apps, processes, and services.

Then game as usual and continue watching. You may well notice some jump or increase in usage.

And you can use Resource Monitor in much the same manner.

Identify what is grabbing resources and causing the lagging.

Take your time and watch carefully. Look for some background process starting up and trying to do backups, updates, phone home, or connect to some other off-line or non-existent device on your network.
