Low gpu usage and gpu power in pubg

Hi guys!

I have some issues with my gpu (?) while playing PUBG. I'm using a 144Hz g-sync monitor, but sometimes my fps is really low. It drops to 60-70, while my gpu usage is only 60-70% and gpu power is only 80%.
What i tried:
Set high performance mode
Reinstall drivers
Reinstall windows (not because of this problem, but my windows is fresh)
Istanlling older drivers

My config:

i7-4790k (4,6ghz oc)
16gb dual channel ddr3-1600
gtx 1080
thermaltake 850w psu
the game runs from ssd

My temps and usage:

CPU: 58-62 °C - 40-45% usage
GPU: 65-69 °C - 50-70% usage gpu power 80-90%

Sometimes it runs very well (120-144fps) but it drops to 60-70 many times without any noticeable reason.

Im using 1080p resolution, most of the settings are set to low, except antialiasing (high) and post process (medium), all other settings are set to low/very low

100% cpu usage means that all cores are used to 100% problem with games is that they dont know to use all cores, they use just 2-3-4 cores depending on programming. Very few games uses great all the cores. So if 4 cores are used to 100% means that it is a 50% overall usage but u got cpu bottleneck because some cores are 100% used.

if i'm increasing to ultra quality, the gpu usage goes to 85-95%, but the framerate is lower, 90-100, and drops to 50-70 sometimes

is it possible if only pubg is bottlenecked by the cpu? other games i got 100% usage and 100% power (if i chage it in afterburner to 120%, i got 100-109% power)?

zyh1987: No, i dont have any power limit, i tried to change it 120% power, but i got the same 80-90% power ingame

but the cpu usage is only 40-50%, or is the because of hyperthreading? if i turn of hyperthreading the fps will be same, but the usage will be much higher? i never saw 90-100% cpu usage in games, only if i'm rendering or something else
