Best budget cpu and motherboard combo?

Hi there. I recently bought a i5-3470 cpu. This was all good before i realised my gtx1050ti couldnt be supported as it was pcie 3.0 and the motherboard wasnt pcie 3.0. I looked for other motherboards and i found cpus from this generations motherboards rarely supported pcie 3.0.
Basically, im looking for a cheap alterative intel cpu {doesnt matter what generation}as long as its motherboards are able to support pcie 3.0 and ddr3 memory.im on a very tight budget.

It doesn't matter that the CPU and motherboard aren't PCIE 3.0 3.0 is completely backward compatible with 2.0 and the performance difference is minimal. I run a i5-2500k which is PCIE 2.0 with an AMD RX 480 which is PCIE 3.0 and it works perfectly fine. Unless there is another reason you aren't satisfied with your mobo/cpu pairing slap that GPU in and get gaming.

I have an even older motherboard and cpu and have never updated the BIOS, he will be fine, as long as his board will take his CPU without a BIOS update, there won't be a GPU issue.

Some board need the update that's the only reason why I mentioned it, my Z68 system needed a BIOS update in order to function with anything in the RX400 Series. There are cases of boards that have a BIOS update can take a 3000 series chip (from the 6 series boards) but not natively support UEFI cards until a patch for the BIOS came out.

Ah there is a picture? it is not showing up for me which is why I asked, could be something blocking it on my end then.
 
Seems to be a "generic" board finding support in terms of a BIOS update for that will be difficult, some reviews says it supports the 3rd Gen out of the box and should hopefully support a UEFI Card like a GTX 1050 Ti, but if it doesn't I cannot find any place download a updated BIOS for that board.

Edit: reading other questions and answers someone has a GTX 1050 installed in it so you should be all set.
