PC crashing with vertical lines (sometimes green, red or grey)

So my pc for the last little while has been crashing on me, I would get mostly grey vertical lines but still hear say a video playing in the background, other times it will crash with whatever last sound played at the time of the crash repeating like a broken record "but faster?" if that makes sense.

My brother in-law owns a pc shop and fixes pcs, and he has never seen this before, every time they take my pc to try and replicate it.
I have a Sapphire R9 270X graphics card, everything else im not entirely sure of with what i have, Im pretty sure my Power Source is 450w.
Several times i have gotten a message that said my display driver has stopped working but has recovered....I checked for updates on it and legit EVERYTHING else that can be updated has been and i still get the error.


I had my PC reset with a fresh install of windows 7 Home, and i still get the crash.

This happens when:
- Playing browser games
- all other forms of video games ranging from low end old games from (Diablo 1, 2 & Neverwinter Nights Diamond Edition to Heroes of the Storm (MoBa), Overwatch, Diablo 3 etc.)
- watching a youtube video
- randomly after i start up my pc and haven't even done anything yet
- during voice chat using Discord

when i play higher end games and for some reason even lower end ones like the previously mentioned the fans on I think my graphics card will just start to freak out (get really loud)


Please someone help me with this, ask any questions you need to, to help me fix this, im tired of using a potato pc that can barely run facebook games.

if you have any ideas that could be checked, let me know what it is and i will ask my brother in-law to check it if he hasn't already.

"Edit/update"
It turns out it's my graphics card, but what exactly is causing it is another problem...I will post more news here on whats going on with the graphics card.
