Port Forwarding does not work

I'll preface this by saying I have successfully forwarded ports on several previous routers of mine and all have worked well. We recently upgraded our router to an Asrock G10. I have set a static IP, and have forwarded the ports like normal, putting in my computers local IP, as well as the ports necessary to forward in UDP mode (as per required for the program I need to forward the port for). I have also disabled firewalls on my router, and my computer. I have tried with UPNP, DMZ, DHCP, and DDNS on and off in various configurations. For the life of me I can't figure out what I'm doing wrong, and every port forward check I do shows closed.
 
Do you have the application running that requires the forwarded port?
Port forward checks works by seeing if it gets a response back on that port, if there is no application open (even if the port is properly opened) it will show port as closed.

Also try TCP for the test, UDP means no response or verification of correct data packet received and just waits for the next packet. Depending on application/how its programed (espically with broadcast traffic), it may not ever responded to UDP traffic

I have the application running every time I test the forwarded port. I tried TCP as well as the Both option and still no luck.

I have now factory reset the router and attempted again. Assigned computer static ip, I've cloned the mac address. Firewall and DMZ have no effect. I don't know what else to do. I've got another friend who can host the server, but at this point I want to get this port forwarding to work just out of spite towards my router.
