I play both League Of Legends and Fortnite, on LoL i get 80 fps, decaying to 50 as long as the game goes on. On Fortnite, i have around 70-85 fps (i think i should get way more fps in LoL than in Fortnite)

These are my specs:
CPU: Intel Xeon E5450 3.00Ghz (2 processors)
GPU: Asus Strix GTX 1050ti 4GB 5DDR
RAM: 16GB FB-DDR2 333MHz
MotherBoard: Hewlett-Packard 0A9Ch (XU1 PROCESSOR).
Both my CPU and GPU temperature are fine.

P.S: When i'm playing LoL, my CPU usage goes from 8-20% and GPU usage goes from 10-20%, however, when i'm playing fortnite, my CPU usage goes from 35-45% and GPU usage goes from 95-100%
It would be great if someone could help me.

Solution
My theory: LoL is more CPU reliant and only utilizes 1-2 cores (your CPU is older therefore slower single-core speed) and Fortnite is likely more optimized for multi-threaded CPUs and utilizes the GPU more and therefore you get faster framerates.

I've used a GTX 750 Ti, GTX 1060, GTX 1070, and GTX 1080 Ti in LoL and still get the same framerate because my CPU has been the same.

So, with that said, there's nothing i can do other than replace my CPU? If not, what processor (and motherboard if needed) would you recommend?

Are there any good options for around 400€ or max 500€?

I'm not sure of your location. I'd recommend the i5-8600K if you could afford it. The Cryorig H7 is somewhat of a universal cooler that is short enough to fit in just about any tower case. If you go with the 8600K, see if your case can fit a taller cooler, but the H7 would work either way.

With the i5-8400 you don't need a cooler because it comes with the stock Intel cooler, which can be somewhat loud at times.

*I'll also add that with your GTX 1050 Ti an i3-8100 will give you excellent performance also, granted you aren't trying to stream or do other highly CPU intensive tasks. Could save you some money on this upgrade if that's what you wanted. No extra cooler necessary unless you want a more silent cooling solution.

**OH! and the cheaper B and H series Intel 300 series motherboards are releasing soon, so that could save you some money also if you want to save money.

Thank you so much for your help! Quick question, Is it really necessary (is it gonna affect too much in gaming) to replace the Memory right now or can i just buy the CPU, CPU Coller and Motherboard soon and buy the Memory later?

You're running DDR2, current gen uses DDR4 which are not interchangeable.
