New PC cannot pass POST

I just finished building my first PC, and during first startup, my motherboard gave me a red light next to an indicator saying I have problems with my CPU. I do not have a display being output for me to run BIOS update, and I cannot use a disc to run BIOS update, and I cannot find a button on the back to run a flash BIOS update

Hardware:
Republic Of Gamers Strix Z270F Gaming Motherboard
Intel Core I5 7500 Processor
Corsair H100i V2 Liquid Cooler
16GB (2x8) Corsair DDR4 RAM
NVIDIA GTX 1060 Graphics Card
Corsair CX 650M Power Supply
I don't actually know what my HD's are, they are old (early 2000's) one is 500gb other is 250gb.

The Graphics Card, HDD's, Power Supply, and Liquid Cooler i know work because I can test them on another pc (had a really old intel motherboard and processor (early 2000's and incompatible with my z270f and i5)

While trying to reset the CMOS i found my CLRTC does not have a jumper cap on it, could that be the cause of the issue?
 

No, you do not need the cap.
