F11 key doesn't work on my Inland ps/2 mouse in Windows 7 unless I hold the windows key first

Anyone know why this happens and how to remedy it? I'd like to be able to just hit the f11 key without having to press the windows key first. It happens in Windows 7, but not in Windows XP. It's an older ps/2 keyboard from 2008.

There's no function button, fn, or function lock key on this keyboard either. There's only two windows keys on each side of the space bar, and what appears to be a "menu key" on the right side of the right windows key. So in order from left to right:

CTRL, WINDOWS KEY, ALT, SPACE BAR, ALT, WINDOWS KEY, MENU KEY, CTRL

Did the keyboard work correctly before and is just now failing to work. Or this a "new" install meaning you just received and are trying to connect the keyboard?

Does the following link show the keyboard? (However the stock number does not match and I did not receive any hits via "70005" on the website.

Have you tried the keyboard on any other computers? Or other keyboards on the current host computer.

Objective being to discover if the problem follows the keyboard or stays with the computer.
