want low budget PC for Sniper Elite 4

Hi, I only want gaming PC to play SNIPER ELITE 4 online with friend. I googled PC requirements for this game but I am still confused.

Recomended:Core i7-3770 4-Core 3.4GHz, FX-8370,GeForce GTX 970 4GB,Radeon RX 480 4GB
Minimum :Core i3-2100 3.1GHz, FX-4100, GeForce GTX 660, Radeon HD 7870

Does minimum req. mean that it could freeze while gaming ?
Would you recommend to buy used tower if I have very low budget ?

I'm sure multiple people are going to reply with pcpartpicker lists/links, but thought I'd just give the basics.

If you buy used, you'll normally get better hardware.. as opposed to spending the same amount of money new, and getting lesser hardware.
If you go with minimum system requirements, that just means that you'll have to play at a lower resolution & have to turn down video/detail settings for the game to play "smooth"... it just won't look as good.
 


For sniper elite the min specs mean 720p low and about 30 fps.

I would HIGHLY recommend a better psu. The evga is ok but something like an seasonic m12II 620w or cx550 would be a lot better.
