Ryzen 1600 or 1600X?

Guys I'm on a tight budget right now and I'm really confused as to which one I should get mainly because if I get the X then I might not be able to get a better cooler and a better PSU but if I get the 1600 then I will be able to keep my current cooler and also get a better Corsair TXM SERIES 80 PLUS GOLD rated PSU. Which one should I go for? Also I can only afford 2666MHz RAM.

DO NOT EVER THINK ABOUT USING Corsair VS wannabe PSU for anything but web browsing wannabe PC with some wannabe CPU celeron.
The thing about the ram speed is that infinity fabric operates at RAM frequency - that means that cores communication with each other and with L3 cache and with RAM all depend on RAM frequency. going from 2666 to 3200 is 20% increase - substantial in my book.
it totally depends on your budget and your skill.
for a person on budget, TXM is a bit overkill. There are more adequate PSUs for budget constrained builds.
The spared budget could go for RAM - ryzen greatly benefits from faster RAM.
It will be easier to help if you posted the purpose and the budget of the build. if it's gaming, add the monitor parameters - resolution and refresh rate.

Mainly gaming, but also work and moderate video editing, streaming etc. Monitor refresh rate would be 75Hz 1080p. I've heard many say 2666 is enough but the difference between 2666 and 3000+ is really small. Also if the TXM PSU is overkill then would you recommend Corsair VS SERIES?

Maybe a good idea to post your budget including what you need (i.e. if you already have a Case, OS, monitor), where do yo/plan to buy from, what country your located in and what you plan to use the PC for.
