High end pc low fps?

so my issue is i have a pretty decent pc but low frames for what i have.. for example in cs go low settings i get 200 - 170 sometimes 140 fps depends on the map and i see people with way worse pc's get way more fps like 300 stable and im like there must be something wrong but i really odnt know what maybe its my cpu or gpu or ram or hdd i wouldnt know since im not an expert so yeah please help me if you can ;D since this is really bothering me..

Specs: intel Core i7 4820K @ 3.70GHz
16.0GB Dual-Channel DDR3
ASUSTeK COMPUTER INC. P9X79 (LGA2011)
NVIDIA GeForce GTX 1070 (CardExpert Technology)
2794GB Seagate ST3000DM001-1CH166 (SATA)
i copied these from speccy so i hope its all correct :)




ow i forgot to mention its not just cs go overall my fps iskinda meh compared to my friends :?

try using +fps_max 999 launch option.

Here's my CSGO performance and settings on Asus laptop i7 7700HQ, 1060 3GB & 16GB RAM

All max graphic settings, 1920x1080, MSAA 8x, AF 16x, FXAA on, Motion Blur, Triple buffering on, V-sync on, MSI Afterburner limit framerate @119 fps (constant fps, no input lag, no tearing, smooth like butter on glass).
Launch option: +mat_queue_mode 2 -novid -tickrate 128 -freq 120 -refresh 120 +fps_max 999 +fps_max_menu 119 +cl_forcepreload 1 +rate 128000

Uhmm os i wouldnt know dont think i ever updated that i reinstalled drivers trough DDU in safe mode then reinstalled them and settings i play on low res 1920x1080 i also play on lower res like 4:3 then still fps is the same really dont see alot of diffrence also i would be satisfied with 60 fps if i had a 60hz monitor i got a 144hz so i want as high as possible you know :/
i mean i just feel kinda bad since my pc should be able to get way higher performance...

first, try to copy my settings first to see how it turns out. just try it one time

i'm not going to force you to live with that settings forever.
i just want to know what happened if you put heavier task load to your GPU.
now since you updated back with the result, i'm going to think for a bit trying to pin point potential causes.
did the FPS stay on 140s? or did it drops frequently?
