Oh wow, didn't think i9-7980XE would pull more than double the stock wattage from EPS12V rail when OCd.

When taking into consideration the high power draw of OCd i9-7980XE then yes, you'd be safe with 1kW PSU. There is also a 1000W Seasonic PRIME Ultra 80+ Titanium series PSU available that you can go for,

GTX 1070 in a 2-way SLI, at most, consumes 330W. Your CPU alone is 165W. Add the rest of the components to it at about 120W and you're looking about 620W in total. More with CPU/GPU OC.

For your PC, 850W PSU would be enough even for OC.
