Computer Freezes/Locks Up Randomly

Computer will lock up while doing just about anything. Has been happening for the past 4 years even when I have replaced parts in the computer. The only things that have not been replaced since the problem has started happening is the GPU and the CPU. 4 Years ago though after it started happening I RMA'd the CPU and got another brand new one yet it still continued to happen. For the past year its only been happening at most once a day but recently its been happening more frequently after I started playing Rise of the Tomb Raider.
The last two times its happened today have been when i was running Prime95, CPU was at 58C and MOBO at 34C both times. I have seen them get hotter with no problems before and it is my understanding that if it was a temperature problem then it would shut down and not just freeze. I also do not think it is a power problem because I got a new power supply 2 years ago and it continued to happen. I have also reinstalled the OS multiple times since it has started happening and that has not fixed it either.

I ran memory test the other day and it did not come up with any errors.
When it freezes the video freezes, no sound plays and the caps lock/scroll lock/num lock lights on my keyboard also do not change. I have to hard restart my computer to get it to boot back up. I do not overclock my CPU.

If anyone could provide any insight that would be swell.

1333MHz is too slow a speed for an FX CPU which runs a matched pair at 1866MHz. You don't identify the memory you are using. It may also be you also don't know how to set memory parameters in BIOS.
1) memory clock
2) DRAM timings
3) DRAM voltage

Corsair H60 Liquid cooler looks to be not good enough to cool a FX-9590.

I've done a bit of research on this and I am wondering if a long term solution would be to get a waterblock or some other better cooling for the VRM. I know that my motherboard can handle my CPU as it is listed as supported and I am wondering if the heating issue with the VRM may be a problem. I don't have a problem with downclocking my CPU but I would feel better if I could get it to work at its normal clock rate with no hiccups.
Will try downclocking to 4.5GHz and see if that works.
