New PC Build From Scratch Video Won't Work; No Boot

I have tried with TWO different motherboards with everything, EVERYTHING, plugged in correctly from the cpu fan, cpu power, all the onboard case stuff, everything and there's still no boot, much less no video. I have tried countless troubleshooting from the 31 troubleshoots on this website: trying both rams and just one ram in different slots; using only four pin instead of eight on the cpu power( with two different cpu's); clearing the clrtc memory; using the built-in graphics. I've even had my uncle who works on computers, although primarily software, take a crack at it and got little to no progress ( to be honest, he has never built a pc from scratch before.) In a few weeks, I'm visiting my brother who has alot of experience with building computers, and take it to him to get help; hopefully, some of you can give me some advice before. I appreciate any help I can get. Thanks.

Motherboard: ASUS Prime H270M-Plus/CSM LGA1151
PSU: Thermaltake TR2 600w
GPU: EVGA Geforce GTX 950
RAM: 2x Patriot Viper Elite DDR4 4GB
SDD: Faspeed 250G SSD 2.5 Inch SATA 3
OS: Windows 10 x64

You say "there's still no boot, much less no video". Is it showing no signs of life at all?
 

You say you have tried clearing the CMOS and booting with just 1 stick of RAM in slot DIMM_A2? Both sticks?
 
Have you checked that the specific DDR4 set is supported? Were the two motherboards the same model? Have you tried switching out the CPU?

Since this is an unusual situation, I would try assembling the system on a nonconducting surface, essentially breadboarding the motherboard. Make it as simple as you can and use the motherboard video out puts.

My ram is 2133. BTW Bios update didn't work since I couldn't access it.
