which one should i buy? video card or graphics card.

my budget is low just like my pc spec. so i dont want to waste money by buying high level card for my low spec pc. here's my pc info : Intel core 2 duo E4500 @2.20GHz
it currently has intel g33/g31 express chipset family video card.
and my motherboard is Esonic G31CEL. Slots : PCI_E X16 slot
1/2 PCI slot(support 3.3V/5v PCI bus interface
i have no idea what to buy. give me some advice.

What is your budget? With how weak the gma 3100 is, you're looking at a brand new setup.
A Ryzen 2200g/2400g would be the best option for one on a low budget - currently the strongest igpu available, although that's not saying much, as it's best at 720p... but it CAN do some 1080p at low settings.

Do not get the above a320m motherboard, it does not have connectors for video out of the APU. You would have to get a video card anyhow.

These motherboards are 2200g ready out of the box.

my budget is not that much. i will buy a new pc later but for now i just want to buy a cheap graphic or a card for my weak pc.

GT 1030 is about the best you can do with your current setup.
Your cpu will heavily limit anything stronger.

GT 1030 is 8 thousand in my country which is too much for me. i dont want to spend this much money on this weak pc. if possible then give me few options of lowest graphic card for my pc.
