Is My Motherboard Dead? Stucks just after BIOS!

Okay so I had a HDD and booted from a USB with Minitool Power Data Recovery, it was like at 67% and I accidentally unplugged the PC.

I swapped in my other HDD booted to Windows and the PC is okay. Only after I plugged a USB, the PC immediately shuts down with a slight electron strike crack sound.
This happened twice.

However after that I wanted to reinstall Windows. Now, no matter what device I try to boot, it randomly stucks just after BIOS; once stucked in BIOS too.

Booting from that data recovery tool, it stucks; freezes.
Booting from Windows 10 USB, rightaway forzen at the Windows logo.

I know it's completely frozen because the Number lock, caps locks lights on keyboard are frozen too; they doesn't turn off/on when I press.

Right now, I'm locked up.
Is this a mobo issue?
The fans remain healthy and no exploded capacitors whatsoever. I can't find any evidence for mobile failure, moreover cuz it still can boot at least upto BIOS.

Didn't noticed you replied so fast.
The PC is the HP dx7400 microtower, with some upgrades. A 1TB 7.2K rpm SATA HDD and a GT 710 2GB DDR3

Mobo- MSI MS 7352 ver 1.0
PSU- 268W default PSU
4GB RAM 4×1GB DDR2 667MHz
C2D E6550 @2.33GHz
