Dell Optiplex 790 sff

Hi, I recently ordered a dell optiplex 790 sff. It has an i3 2120 and 2 gb ram(upgrading to 8). I want to upgrade the GPU to a gaming one and I have been reading that the pcie slot has a 35w limit for discrete gpus. The gt 1030 can be an option but i found a gtx 750(55w i think) off of ebay for a better price. My question is, will going over the pcie power limit have an effect on the pc? Will it even boot up?

I have a 7010SFF optiplex. i7-3770, 8 gigs ram, optical drive, 2 HDD's, and a good looking GTX1050Ti by MSI. It's been more than a year, no shutdowns or any slight problem caused. It's great.
