Best cooler for tight budget?

Hello everyone, I am currently sitting on Ryzen 3 2200G with 2x4GB ram on ASRock AB350M-HDV. The overall performance of the PC is alright, but I demand more from the APU itself and thermal is quite of an issue here. I have somewhere around 40-55 bucks to spend on the coolers itself, I am considering these two coolers along with the pros and cons from my own opinion.

- Cooler Master Hyper 212 Turbo
It's a cheap and looks decent because it has 2 fans. It comes from a reputable brand with its bang in the buck series of Hyper 212 family.

It has ugly looking red lights on those two fans that looks really bad, I will have to buy another pair of fans to substitute them.

- Cooler Master MasterLiquid lite 120
It comes from another reputable brand (they're even coming from the same brand) and it looks like liquid coolings are pretty decent solution for overclocking. This would be my first ever time using a liquid AIO cooler so it would be an amazing first time experience owning one instead of owning air cooler ones. No LED which I really like.

It has really bad looking tube, looks like some plastic tubing that's going to fall off easily, however I haven't touched one yet.

That 120mm liquid cooler would perform worse than most mid range air coolers would.

I personally recommend the Cryorig H7. It performs better than the somewhat outdated 212 series.
