AB350M Pro4 No display, no beep codes, 15 second reset

Built a new computer recently off a pcpartpicker list with the following:

Cpu - AMD Ryzen5 2400
MoBo - ASRock AB350M Pro4
GFX - EVGA GeForce GTX 1070
PSU - SeaSonic G Series 550w 80+
RAM - Team Vulcan 2x8 DDR4 3000
Storage - Seagate 2TB SSHD (new) + Seagate 2TB HDD (from last computer)
Case - Fractal Focus G Mini

Ever since I put it together the first time, it's been stuck on a 15-20 second restart loop where the graphics card fans slow to a stop (probably not related to the problem), it produces no HDMI display through the graphics card, and the motherboard doesn't produce any obvious beep codes. There's a potential incompatibility between this particular motherboard and these kinds of CPU, but I've been assured it shouldn't be a problem and otherwise I've tried it with my friend's processor and RAM to no avail. This particular type of resetting problem seems to be RAM related from the info I've dug up online, but I can't find anyone who has solved it. I've tried clearing CMOS, switching parts with my friend, reseating everything, taking it apart and reassembling it, is there anything else I can do short of returning everything for a totally different build?

The Asrock AB350m Pro4 likes to start with just one ram stick !

So ....

1. Reset bios
2. Put ONE ram stick in slot A2 !
3. Update bios to 4.7
4. Install OS
5. Put ram in A1 & B1

PS , make sure nothing is connected , just the 24pin + cpu 8 pin , mouse + keyboard and the start button
Is there a sticker on the motherboard box saying “AMD Ryzen Desktop 2000 Ready”?

The possible incompatibility was that motherboards of this chipset sometimes require a BIOS update before using newer Raven Ridge CPUs, which is why I tried using my friend's Ryzen 5 1600 which would not have been an issue. Still would not reach boot, display HDMI, or give any kind of code even with a perfectly compatible CPU.
 

Try booting without the HDD connected.
If you can't get it working ASRock would likely RMA your motherboard.
