Was trying to upgrade ubuntu 16.4 to 17.10 and it froze. Requested a PC restart. Now my computer is stuck showing the ubuntu screen booting up but won't go to the log in. Is there a way to get to finishing the update or how to get past the boot up screen to log in and continue the update?

Yes wait till 18.04 Ubuntu 17.10 is only supported for 9 months. Ubuntu 18.04 is going to have big changes so I suggest an clean install. Meanwhile

Boot the install CD and go through the install process as usual. Use the SAME user name and when you get to the partitioner, check the box marked "Manually select partitions" and click forward. You'll see your old setup. UNCHECK all the 'format' boxes and mount the partitions in the same place they are now. As long as no 'format' boxes are checked, no data will be lost and system files will be overwritten with the originals. You'll need to do security updates again.
16.04 is LTS - Long Term Support, and you're supposed to upgrade it only with another LTS, which will be 18.04, due in three weeks.

Can you boot in "safe" mode, from boot menu? How you did the upgrade?
What data / applications you had already on 16.04 installation?
Can you boot off USB?
