So i recently replaced my geforce gt 710 with a gt 1030 but after i put the card in my pc wouldn't boot up its receiving power but nothing works not even the fans would spin i checked all the cables tried placing my old card back nothing works does anyone know what the problem can be?

What are your system specs?
Try clearing the CMOS. To do that remove the battery on the motherboard for about 10 seconds. The battery is about the size of a quarter and is easy to spot.
