How to fix d6 error

I have new build that I just did a few days ago and I keep getting the d6 error on the asus motherboard. I have the x99 deluxe II motherboard. I have used two different gpu's, two different PSU's and tried every PCIe slot. I am not sure if it is a bad motherboard out of the box or what. I plugged in my new 1070 and also my old 970 and neither of them seem to do the trick. I just need to get to the bios and update it, but there are no video outputs on the motherboard. What should I do?

I do have a USB BIOS FLASHBACK. I installed the BIOS from ASUS's website. I installed them on my flash drive in FAT32 format and even renamed the file the way I was suppose to. The file name is suppose to be X99D2.CAP. I cleared CMOS and then held the flashback bios button for three seconds and then the blue light stays a solid light. It does not blink like it should.

I am not sure if the BIOS is the problem. It is a new build.
CPU - i7 5930K
RAM - 16GB DDR4 2400 Hyper X
GPU - PNY - NVIDIA GeForce GTX 1070 8GB GDDR5 PCI Express 3.0
Liquid Cooler - H100i GTX
Windows 10 Pro
I do not have any other peripherals plugged in. I am just trying to get the computer to post and it wont. I tried using DVI-D and HDMI. This motherboard has no video output so it looks like I have to use a GPU no matter what. Like I said I have used two different GPU's and they currently work in my old build.
 

For now, just to get into the BIOS, unplug the computer and disconnect any SSD/HDD's. Put 1 stick of RAM in memory slot DIMM_D1. You can try pressing the MemOK! button in the top right corner of you motherboard, it may help. As it's booting watch the 4 Post State LED's next to the 24-pin power connector to see what they indicate.

Okay so the light that stays lit up is the VGA_LED. There is no other light on when the motherboard turns back on. I triple checked and the GPU is fully in there. I am not seeing any bent pins on my end either. The only thing I have not check was the RAM, but I am not sure what odds of the RAM being bad are.
 

Try each stick of RAM in turn, pressing the red CLR_CMOS button at the bottom of your motherboard, each time it fails to boot.

Look over this installation guide for ideas. This motherboard has a lot of onboard switches you can adjust. Do you have both 4-pin and 8-pin EATX 12V power connectors plugged in?

3| You might also want to inspect the CPU to see if there is any bent/broken pins in the CPU socket.

All I did was try to use a 1070 and 970 GPU, also tried a different PSU as well that was working in my old rig
