help on buying new cpu

currently i have a Inspiron 3847 desktop with a i3 i have upgraded my grapics card to a 750 ti but not sure what cpu to get for the best price price range (150- 220$) should i buy an entirly new pc?? or just upgrade my cpu

Well the i3 is good for your GPU. It will hit 95-100% usage in a lot of games by itself. But if you are streaming you can benefit from upgrading your CPU to an i7. Skip the i5 and go for an i7 if you do decide to upgrade.

You will have to remove your motherboard to install the cooler because of the backplate. Backplates are much better for CPU cooling.
If that's a 4th-gen i3 then you shouldn't have to upgrade your CPU. Haswell i3 goes well with the GTX 750 Ti. With your budget you could buy a GTX 1050 Ti. Then you could sell your GTX 750 Ti and buy an i5-4590 or similar. But honestly, even with the 1050 Ti I think a 4th-gen i3 would be enough.

You're almost in range of buying a GTX 1060 3GB. But then you would want a better CPU for some games. You may also need a power supply if you haven't already upgraded that.

I think Haswell is still a good platform. No need to do a new system when you can go all the way up to an i7-4790K.

how do I make sure that this pc is an inspiron 3847 the poewer button looks different... whenever i try to record games or stream i get this buzzing sound which i thought was from my cpu thats why i was looking for a replacement i dont think it is a 4th gen cpu then tbh

 
Dell offers some computers in mini tower, desktop, or small form factor configurations. That might be why yours might look different.

Your problem is you are trying to game and stream. That takes a lot of computer power. You have a dual core CPU with hyperthreading and a 750 Ti. That's fine as a budget, entry level gaming system. It's not fine to game and stream on.

You'd need either a 6 core CPU or a 4 core/8 thread CPU if you want to stream your games. Needless to say, you'd want an upgraded videocard as well. You could upgrade to an i7 4xxx CPU, that would remove the CPU limitation. Then your game performance at 1080p is completely dependent on the 750 Ti. Some games, which aren't that demanding, will run great. Some games will require you to tinker with settings and maybe resolution to get decent performance.

edit: The buzzing may be the CPU fan running at full speed because you're putting so much of a load on your CPU. With a more powerful CPU you can get the same or more work done with less effort, meaning the CPU would run cooler and have less fan noise.
 
Before upgrading, find out what the buzzing sound is coming from. Is it your Intel CPU fan? Is it a normal whirling sound, or is it something else? Maybe all you need is a better cooler that doesn't make any noise. Other than the noise, is your performance lacking?

If you did decide to upgrade, you could upgrade to an i7-4770 or 4790(K) if your streaming is lagging. But the i7 will run hotter than the i3, so fan noise would still be an issue unless you also upgraded to a better, quieter aftermaket cooler like the Cyrorig H7.

the buzzing only happens when i star to play games when i check in task manager it says my cpu at 98% usage so i think i would need to upgrade my cooling system and a new cpu just cuz i feel like an i3 is bad
