Is it normal for GPU to be at 100% while gaming?

Hello I'm wondering if GPUs are supposed to be at 100% while gaming usually when I look at certain things while gaming my Usage skyrockets to 100% when I look at the task manager

So is this normal?

There is always something that holds FPS back, if you don't have a FPS limiter/V-sync, it's going to be either the GPU or CPU/RAM in most cases. 100% GPU usage just means that in this case, your GPU is holding back performance. In a perfect world, they'd both be at 100%, but it's never a perfect world.
