MSI GTX 1070ti gaming x 8g - Does not perform up to expectation? bottleneck?

Hello,

I have been struggling with this for 3 days now.
I have a rather old rig compared to the other users posting here; yet I installed a high end GPU:
The GTX 1070 TI.
( In "Theory" my rig should support this )

Yet now it does not perform up to par.
Low FPS Rates ~ 45 fps and just does not feel smooth.
Some games barely any GPU Usage for example League Of Legends it runs on a 10% GPU Usage yet it does not manage to keep it on a 60FPS. Still drops to ~ 45 in fights for example.

I used DDU etc/ got newest drivers etc. ( did this couple of times already ).
I did disable V-Sync in Nvidia Control Panel and in all my games.
I did change the performance setting in Control Panel to Optimal performance.

My setup:

AS510S3-120GM-C, 120GB SSD

16 GB DDR3-1600 Quad-Kit

24"75hz AOC G2460VQ6. ( Primary - GPU DisplayPort to DisplayPort )
21,5"60hz LED Monitor. ( Secondary - GPU DisplayPort to DVI-D )


When I use Valley Benchmark (extreme HD) on stock settings I get a score of 1500.
( Whenever I clock the GPU performance gets worse, no matter what offset. )
This is with CPU 3.6.

As I myself expected it is the CPU bottlenecking ( Even though not all cores run 100%/ Just CPU Core 1 hits the 100 during benchmark ).
I clocked CPU to 4.5.
With just this adjustment I gained a rough 300net on Valley benchmark ~ now being 1800ish.
( Still way to low for my expectations.... ).

Temperatures during valley benchmark do not exceed 65°C on GPU and CPU remains an almost steady 55°C.


What can be the problem here?
I really am not certain anymore of what I can do next besides upgrade the components after these years.
But before I throw a lot of money towards hardware again I rather confirm that this is actually causing the lack luster performance.

I tried several games:
Overwatch
Fortnite
League of Legends
Heroes of the Storm
All feels a bit lack luster performance.

My prior GPU was GTX 770.
My PSU purchased and installed in 2013 so say roughly using for about 5 years now.

And to be very honest motherboard BIOS up to date I actually need to check.
I assume this is not automatically updated. So most likely its still with the factory BIOS.
( I am at work now; let me verify this later ).



 
Be careful how you interpret task manager cpu utilizations.
Windows will spread the activity of a single thread over all available threads.
So, if you had a game that was single threaded and cpu bound, it would show up on a quad core processor as 25%
utilization across all 4 threads.
leading you to think your bottleneck was elsewhere.
It turns our that few games can usefully use more than 2-3 threads.
How can you tell how well threaded your games or apps are?
One way is to disable one thread and see how you do.

You can do this in the windows msconfig boot advanced options option.
You will need to reboot for the change to take effect. Set the number of processors to less than you have.
This will tell you how sensitive your games are to the benefits of many threads.
If you see little difference, it tells you that you will not benefit from more cores.
Likely, a better clock rate will be more important.

If you can overclock your i7-3820 some, you are likely to do better.

One test you can do is to Run YOUR games, but lower your resolution and eye candy.
If your FPS increases, it indicates that your cpu is strong enough to drive a better graphics configuration.
If your FPS stays the same, you are likely more cpu limited.

I am a bit leery about using apps such as DDU.
I think they install monitoring software that does who knows what.
Go directly to the nvidia web site to download the latest drivers.
I would also consider updating windows 8.1 to windows 10 PRO.
PRO gives you a bit more control over the windows update process.

When I check CPU-Z earlier it did not show anything off.
But let me double double check this later.



I did all my monitoring with MSI Afterburner.

Newest driver came directly from NVidia website and the automated windows driver update is disabled.

This is already with my I73820 bumped up to 4.5 from the 3.6stock.
As I stated before this did give me the best performance increase so far.

Later I will try the in-game settings + resolution to see how my FPS responds.

And about windows 10 ya.... I kinda skipped the free offer....
But Windows 8.1 should be the latest reason why it doesn't perform right?
 
Some thoughts:

I am no expert on windows8.
But, as I was researching the upgrade to 10 from 7, I recall some strange performance issues with 8.1

I could be wrong, but you may not need to pay for a 8.1 to 10 upgrade.
Microsoft is very eager to get all on 10 so they can make more money from ads and instrumentation.
I suspect that if you use the upgrade option, they will use your current 8.1 key.
It does not hurt to try.
If you need a key, you can buy one from newegg and get it via email the next day.

What is your case?How is your case cooling?
Could you be throttling?
A cooler needs a good source of cooling air to do its job.
If you take the case covers off and direct a house fan at the innards, does that help?
If so, look to case cooling solutions.

120gb is very small for a windows C drive. If your ssd is 90% full you will suffer from slow updates.
Game checkpoints and graphics texture loads can be impacted.

Have you scanned for viruses or malware?

Malware scan + Virus scan done right before installing the card.
My case is a bit limited in space yes, but the cooler I have is more then sufficient.
I ran it without case covers aswell and then I get cold feet from the cool air that is blowing in the case.
Aswell not a single Temp meter raised to worrying heights in MSI Afterburner.

the ssd is say used for about 50-60% pure for my Windows system and some other system programs.
I do not use this for any other applications what so ever.


And the windows 10 tip is something I will take a look at soon thank you :).

Indeed my BIOS is outdated, quite a bit actually.
I will update this soon as an extra as this didnt seem to cause the problem.

Tried multiple games, indeed more then not use 1 core only.
Overwatch was an exception on this.

Tried the resolution change etc. it did not give me a noticable increase.

Clocked back to stock values and default settings.
Did the same resolution trick. and it netted me maybe a 10fps gain.
This made me doubt it was my CPU at least a little for me to open up CPU-Z again.
Now suddenly it runs on 1500MHz a core.

Clocked back to 4.5MHz.
Checked all the options once more and found the so called Turbo Enhanced function being enabled.
Disabled this.
Booted; CPU-Z showing 4.5Mhz now each core.

It felt different, it felt good.
Opened up League of Legends for a quick check as this game really seems more CPU then GPU.
Suddenly a whooping 250fps ofcourse it would drop when there was alot happening in the game but not once under 130fps which is totally fine for me.

Ran Valley once more and scored a whooping 4115 thats a 2300 increase.
Yet it still maxed on 1 Core only.
But my GPU was at a 100% Usage for almost the whole benchmark which is something I also have not seen before.
Temps all good.

I am pleased with the results and aware I can squize out more with the GPU.
But I'm going to enjoy this first !

Yet I am still very much surprised how this suddenly can be, when just putting in a new GPU.
