Power supply voltage climb

My xbox 360 power supply converted to bench supply has problems with voltage climb at medium loads (9 ish amps out of 15 max) and on. I'm looking for a way to keep the voltage a steady 12v even at max load. One possible way to do this is to use a mosfet as a voltage regulator, since a standard one would be dissipating a lot of heat. Are there any other ways of accomplishing this?

If you're not worried about efficiency, the cheapest/simplest option may be to gett an LDO linear regulator chip and adjust it so that it's set to output just under 12V. Not sure how easy/cheap it is to find one with the ampacity you're looking for.

You may even be able to use a simple series regulator with a BJT, zener diode, and resistor.

Does the PSU output stay at or above 12V at low load?

Weird that voltage rises at higher loads, usually it's the opposite...
