PC Wont post or boot(no bios) fans run full speed

After my power went out my pc was only displaying on one monitor, i continued to fiddle around trying to get the monitor to display(i didnt break it during this procces). It now was not loading my hard drive when i was selecting it and would go through the bios then show the white line moving three spaces down then a black screen without a windows logo.

After a power off it started up with no power going to my mouse or keyword and no display

It has the fans running at full speed and the lights work. tried everything possible and took everything apart already. I cant troubleshoot it and something is broken. I believe its the mother board but dont want to waste time on a unnecessary rma.

What cooler did you use for fx9590? You will need a water cooler, like Corsair Hydro Series H100i . Also the cx series PSU may have problem too.
