New Prebuilt PC issues

Hi I recently purchased a prebuilt PC from pccasegear.com for a reasonable deal in this day and age of soaring gpu and memory prices (which is why I didn't build it myself) and have run into some issues I think may have something to do with the motherboard.

Firstly I am a noob so please excuse me, secondly it came with dual channel 8gig of RAM (4x4) which were already installed into dimm slots 2 and 4. Upon booting the machine on for the first time (win10 already installed) I went to check my system info to make sure everything was correct and immediately saw that it was only recognizing 4 of 8gig of RAM. I fiddled with the RAM and came to the conclusion both sticks were working fine, so I went to the manual to check that they were in the right dimm slots and they were, I reseated them, swapped them etc. and it only recognized 4gig of RAM. I then placed them in dimm slots 1 and 3 and wallah, 8gig of RAM now recognized. So I guess my first question is, is dimm slot 4 broken? As dim slot 2 worked fine and recognized both sticks when placed individually. Is there any way to find out? Inspecting it shows nothing visually wrong with the pins or anything, so I don't see why it would be malfunctioning. Is it worth taking it back on my warranty, or waiting until I upgrade my rig to 16gig of then see if dimm slot 4 is still not recognising the RAM?

I also have another issue, and this one I cannot for the life find any info on. 50% of the time when booting the rig on it will boot up into Win10 desktop without saying "welcome" or coming up with the mobo's MSI logo and I will not be able to use my mouse or open up any applications until I restart my PC. If the MSI logo comes up when booting the machine on, the rig works perfectly normal. also the "type here to search" thing in the task bar won't show up. Could this be signs of a faulty motherboard, or is Win10 worth reinstalling? Any drivers I should check? My gpu driver's were up to date, so I'm not sure if anything else was updated either. To make matters worse, my internet is down and I cannot download anything. I'm having to rely on phone data just to write this post.

-MSI B250M Bazooka
-i5 7500 @ 3.4GHZ
-MSI gtx 1060 6gb OC
-8gig DDR4 RAM
-240gig SSD
-2TB HDD
-Win10

The machine runs beautifully when it turns on and opens programs, but it's really frustrating that I'm getting issues on a brand new system that should've been checked and tested before I received it. So I have two options, send it back under warranty and get them to look at it which can take two weeks, or find my own solutions, which is what I'm currently going with lol.

1| I would suggest you keep PCCaseGear updated on the situation with an email and inform them of what has happened. You should also be careful to note that opening and tampering with the innards doesn't void your warranty.

2| I would suggest you make sure your motherboard's BIOS is up to date.

3| You could likewise try a repair install.
