I have linux mint 18.3 installed next to windows and internet is fine but on linux, it is insanely slow and unstable
I am pretty new to linux so i dont know a lot

Solution
I looked into this more. This wifi device has issues in trem of kernel and a driver which is in progress. I found tnus post on mints fourm watch for an update on that thread below i would no expect the driver till Linux mint 19 to be realistic.

Advice most new laptops wil not support linux till later. Its just the way it is.
With most linux distributions you can try it which is the live session. If the drivers are
In the kernel the wifi indicator will light up on session boot. In a live session type
sudo lspci -v

Look at what the OS detected if you see something like your wifi which looks like below

Have you tried going into terminal as root, and running:
apt update
apt dist-upgrade

That should update all your programs. Would also try running chrome or straight firefox since I think mint ships with iceweasel, a firefox-based browser.

From the pastebin info your ethernet should be working. Now the wifi device used in this laptop? Its not supported yet in linux which means not built into the kernel yet. For a outdated list of laptops that do support linux OS go to linlap.com. I own a t520 thinkpad runs great. HP is not known compatibility with linux. Thinkpads are much easier to use.

New users would not know but the wl for a wifi device mean Linux is saying duh. Drivers look more on like your Ethernet which has below. Your wifi has no kernel module at all. Do not give up on Linux mint I researched for a few month's before I decided. I always buy used since there are so many use laptops. I will say total cost of my t520 Intel i5 2 gen with new hdd and battery $300 could not be happier.

  Kernel driver in use: r8169

  Kernel modules: r8169
