I'd take the 8700 over the 1600(X), also changed a few parts including dumping the PCI wifi card for a MB that has built in wifi.

it should be good to fit all your needs,

ryzen 5 runs relatively cool, unless you are trying to break the 4.0 ghz barrier.

if you want to more budget option with a bit tickering, may i suggest a 1600 with stock cooler and oc it, anywhere in 3.8-4.0 ghz is achievable.
