Windows 7 stuck at “Starting Windows”

So after no previous signs of anything being wrong my pc is now stuck at the Starting Windows screen. I decided to try safe mode to see if I can figure out what’s wrong but it won’t load into safe mode. I currently have my OS on a SSD. So I decided to try and do a new install with the CD into my HDD. Pretty much the same result except it gets past the Starting Windows screen to a black screen with only a cursor. I am at a loss as to what could be the problem. As I previously mentioned there were no warning signs of anything being wrong it just randomly started doing this. Any ideas what could be wrong? Thanks

You may try burning a WinPE or a Windows Setup to an USB and try startup repair from there. (Google how to burn it, you can make a winPE from a computer that has the exactly same version as you like both of you has to have win7 pro 64 bit) If no use, you can try nuking the HDD and try a fresh install. If that doesn't work as well, I'd suspect HDD is failing.
