huge stutter issue in games like PUBG Fortnite and Overwatch

In game, as I begin running, I will make it a few meters and then be teleported back 5 steps then I have to resume running again and the process repeats over and over making aiming, and playing in general, impossible. I'm 99.9% sure this is a network issue I just don't know exactly what the cause is.

The issue happens on wired and wireless connections and my ping is normal. I think it has something to do with packet loss or something.

When I use command prompt "netsh int ip reset" and rest my computer the issue is normally fixed temporarily. Most times it is fixed until I put my pc to sleep and start it up again the next day. One time, maybe by coincidence, the problem returned about 4 or 5 hours after the netsh int ip reset fix.

In PUBG the server selected is NA, which is my relevant server and ping is at a normal 20-40 ms in Overwatch. The issue is not of delay but rather stability.

I should add that when I run an online ping test there are notable spikes that correlate with my in game stutter. I'll add an image of this test to the OP.

My motherboard does not have wifi support so I use a USB adapter- when I'm on ethernet I unplug the USB wifi adapter completely. I normally use ethernet but was testing if this problem was consistent on wifi as well, which it is.
