High end PC but still lag/fps drop on games

I have already updated all my drivers, cleaned out my SSD and HDD, and ran a clean boot and my PC is still under performing. Any idea why? All help and advice would be greatly appreciated. Here are my results when running a benchmark test.

First thing that I see is that, the report says your CPU is running at a 3.4 GHz base clock, with an average boost clock of 3.4 GHz. Sounds like you haven't overclocked your chip, for starters. Second, sounds like your boost isn't working, or working very consistently. Perhaps cooling is an issue with that. Third, maybe the software is wrong about both numbers, and trying to figure out wrong results is something futile?

I would say, if your CPU numbers are being accurately reported then, there's the real possibility that comparing a stock clocked 1700x against overclocked 1700x CPUs is the problem. Do you know what the clock rates of the other 1700x CPUs are that your numbers are being compared against?

Don't think it's my PSU but there's a possibility I could be wrong. My PSU is SeaSonic - FOCUS Plus Gold 750W 80+ Gold Certified Fully-Modular ATX Power Supply. Yes, my BIOS is up to date.

Could you please elaborate more, when you say "PC is under performing", is it while normal usage, or when you run applications like MS OFFICE, 3D Design apps, Adobe Apps, Games etc....
