My computer slow & Gpu have bad noise

Hey I use windows 7 and its look very slow and i have a good config and GPU get a bad noise can you help me guys
That's my config i must upgrade to Windows 10 or what?

First, what exactly is "bad noise"? If the fan is not spinning properly, replace the fan. It should not sound "bad" even when it's spinning up. If Chrome is using up that much CPU, unless you have like 20 tabs open with things running, you can try a clean Windows setup. The laptop should have a recovery partition you can use to restore it to stock, once you make sure you have backups of your files.
Bad noise, as in the fan is no good? First thing, fix/repalce the fan.

When was the last time you installed Windows clean on the system? If a while, backup your files and do a factory reset. Make sure system is clean, cleaning out the heatsink and applying new thermal paste is a good idea.
