Help with POST failure

Okay so here is the deal. Been tinkering a lot with computer builds this is my third build. Previous builds successful so I sorta know what I’m doing. Today I bought MoBo ( Prime B350-M), CPU (Ryzen 7 1700), Corsair H55 AIO Cooler, other parts were transplants. 16GB Corsair DDR4 3200, GTX 1060, EVGA 650GQ PSU. All transplant parts were working as of this morning. I was careful with ESD.

Assemble all components. Triple checked cables, standoffs, and installed MoBo. Plugged everything in and hit power....

Fans and LEDs turn and light up but no post, no BIOS, nothing. No power to keyboard, no graphical output. I don’t have a beep speaker so I tried troubleshooting. Tried with only one stick then the other separately in several configurations. Swapped out GPU for backup known good. Reset CMOS, popped the battery, unplugged and reattached CPU and 28 pin cables. I do t know what else it could be ( aside from fried MoBo or CPU which would be really bad for me) and if it’s the RAM well not much better with current prices of DDR4. I’m gonna see if I can pick up a beep speaker tomorrow and bread board it but all these parts are brand new ( within lasts month) unless I somehow damaged the COU and or MoBo during install but seems unlikely to me. I did get a tiny bit of 70% ISO Alcohol on Bottom of cpu on pins and PCB as we’ll as socket but let it all dry fully before seating CPU and applying thermal compound and cooler/ pump assembly.

Any advice or help would be much obliged.
