What cpu should i go with without upgrading any other specs?

Reason to consider i7-7700k is only, if you keep your current motherboard.

If you intend to change motherboard also, then i5-8600(k) and i7-8700(k) would be better option.
These cpus require Z370 motherboard for OC capability. If OC is not important, then you can go for less costly H370 or B360 motherboard option.

Im a pro csgo player and im having some fps drops while using 3rd party anticheat systems in tournaments etc. + im using a 144hz monitor my fps goes below 144 sometimes i dont really stream but when i do, i dont want to go below 144 fps and i might get a 240hz monitor so my system should be ready.
 
CS GO cannot use more than 4 threads so the i7’s are a bit pointless if all you care about is that game. If ideally a 7600k with an strong overclock would give you the best gains but your motherboard won’t support overclocking. Going to another stock i5 or i7 hardly seems worth it.

The 7700k is better and it is the cheap option for you in that it does not require an upgrade of other components. I have a 7700k and it is a very fast CPU. If you are streaming a lot you might want to go 8700k as it has 6 cores and can handle multitasking easier or you can even set up a second PC just for encording.
Another thing that I have not tested yet it NVIDIA geforce experience twitch sharing. The 1060 is capable of real time creating a video stream on the GPU without taking much of a performance hit.
You would typically need and SSD to write the stream to and cast it from there. It should work OK but it will work better with a 8700k. If you dont stream the 7700k will be more than enough and the 7700k is often faster in games than even the 8700k and of course it wil lbe cheaper for you by quite a bit.
 
To really utilise any ‘k’ cpu to its maximum you need a new motherboard. If you are buying a new motherboard then look at the 8600k, it’s equal or slightly better for gaming than the 7700k. The 8700k is better but paired with a GTX1060 you are unlikely to see any difference over the 8600k in any games, let alone cs go.
