PC Starts up but doesn't display/ When it does work it sometimes runs sluggish

Current Rig -
CPU: i5 4790k
GPU: MSI 1080ti GTX 11GB
SSD: 100GB
RAM: 16GB

So my problem is pretty interesting. I have been experiencing this since day 1 of my new computer an issue that I just can't seem to fix.

1.)First off when I go to start the computer it will sometimes decide to not show anything at all on my monitor. The computer seems to be booting up just fine. All lights, fans, etc. are powered on (It sounds like it does whenever the screen does show something). The only way to fix this issue is to manually shutoff my PC and then power it back on again. If I'm lucky it may only take 2-3 tries before it shows something on the screen. Then it goes through the boot process and windows shows up just fine.

2.)When finally logged into Windows, 75% of the time video plays sluggish and audio is extremely degraded. When launching PC games during this condition I get MAYBE 10 FPS. I then typically just restart the computer via the Start button and when I log back into Windows everything is fine. Video is great, audio is great and games are easily running everything at crazy good FPS on Ultra Settings.

Notes: I have swapped PSU, replaced my EVGA GTX 970 graphics card with a 1080ti and bought a brand new Ultrawide monitor, reseatted everything I can imagine (RAM, GPU, etc...sigh, everything) and I STILL get this problem. I'm down to it being something wrong in my motherboard (bad capacitor?) or CPU perhaps? At any rate I would love to get any feedback from experts or anyone who has experienced my issue here.

I'm currently unable to read the specs of my computer. I was going off of memory. When I get back to the house later, I'll supply the motherboard and psu.

I have installed windows after all of the changes except for the GPU install.

By the way. My SSD is just for my OS. I have another 2 TB HD for all other programs.

I thought it may be the motherboard and yes, I have reset the bios. Hopefully I'll pick up a motherboard soon to try and see if that fixes it. Just was hoping that it was something simple that I just hadn't thought of.
