Is an r9 280x with a i5-4460 worth it in 2018 for gaming

A Haswell i5 + 280X is a solid mid-range rig (medium, potentially high settings on a lot of games) for 1080p.

Whether it's "worth" it, will depend how much it'll cost.

I'd say if you can do CPU+MB+RAM+GPU for $300-$350, then it's a pretty good value for money.

For the same components, and similar(ish). You're looking at maybe $500.

Whats your budget? Due to Intel finally releasing the budget coffeelake boards it makes the 8100/8400 a viable choice for those who don't care to overclock but want a good CPU for gaming. For under $600 (8100/H310/8gb/1050 ti/etc) you can build a good system for 1080P/60hz.
 
the cpu is a bit weak due to the non-k low clock. (you can't oc it to 4.0+ to remove some bottle neck) ipc on 4xxx is also a weaker than skylakei5/kabylakei5/coffeelake i3s.

GPU is still good as the midrange card. do you already own those parts? or just buying them used?
 
It’s an entry level build with no good upgrade path for cpu/RAM/motherboard. The cpu will not hold a minimum of 60fps in the latest AAA cpu heavy games but will achieve acceptable FPS. Personally I’d go 8100/8400 as suggested above, far superior and some good upgrade options.
