My ibm 9228 was unable to start

My ibm 9228 was unable to start, on the power supply unit, the "ac" led indicator is permanently lit but on "dc" side the led is blinking and all the fans is spinning. I'm still not sure whether i have a problem with my M/B or power supply. somebody help me please!!

Take a volt-meter, and measure the power supply' DC voltages while "all fans are spinning". It seems that this IBM Z IntelliStation uses standard ATX power supply, so you shoud easily find information about the pinout, and what is supposed to be there.
