New Build: OS Install Failure

I am building a new computer (my second build), this one is a Ryzen 3 1300X with an Asus A320M-K MoBo. I have 8 Gb of Patriot DDR4 Ram, an Intel SSD (256 gb), and a Gigabyte GTX 1050 2Gb GPU installed.

I am posting, I can run an Ubuntu live USB stick and even connect to the internet and browse using this method, but I cannot install Windows or Ubuntu. It will "freeze" at the start of the installation.

What have I tried:
Resetting the BIOS/CMOS.
Formatting the SSD
Formatting the SSD a second time with 3 passes
Remove one RAM stick. Remove the other stick and replace with the first one.
Try a HDD instead of the SDD (Formatted properly)

It seems to stop after a certain amount of time regardless of what I do after it gets to the OS install. I can wait in BIOS for forever, but it'll keep working, but after I enter OS install it will freeze even if I don't actually start the install and just wait at the terms of agreement.

I dont really know where to go from here. does anyone have any pointers?

VDDCR CPU: Max: 1.504V seems to be excessive, shouldn't go over 1.4 but that you can fix later.
VDDCR CPU: Min: 0.403 V seems too low, should be about 1v minimum.
Rest looks OK. What about temps ? At 1.5v it may go to downclock mode with OEM cooler.

I'm installing Windows 10, but it has the same problem when I try to install Ubuntu. I have tried a different SSD with Windows pre-installed and it loads, but freezes after this same amount of time, maybe 5 minutes.
I can get to my desktop and start to click around and then it freezes.
 
the windows 10 iso and full version clean installs are missing the chipset drivers for the newer amd mb. on the windows 10 iso unzip and copy the amd chipset drivers from amd web site to your usb stick. make sure there unzipped. when windows installer starts hit f6 for custom driver install to install them or use a 3 party tool to add all of the amd chipset drivers to windows 10 iso.

It seems like if that was the case it would work on an SSD with Win10 preinstalled, wouldnt it?
Here, it still freezes after about 5 minutes of starting up Win10 with another SSD. I'll still look into this and try it out.

BIOS was just updated to newest version. Considering the power supply, or maybe the OEM thermal paste on my cooler wasn't in good shape? I'm going to test the power supply later and re apply thermal paste to the cooler.

So as far as voltages I have this:
VDDCR CPU: Max: 1.504V Min: 0.403 V
Vccp2: Max: 2.529V Min: 2.518V
+12V: Average: 12.026V
+5V: Average: 5.035 V
CPU Temp: Max: 39C

MoBo Voltages:
VDD Voltage: Average: 1.111V
NB Voltage: Average: 0.988 V
VDD Current: Average: 5.529 A
NB current: Average: 10.627 A

I'll try to get more.

New and potentially interesting update: I got it to start in Safe Mode and it doesn't freeze. I'm going to wait a few more minutes to make sure it doesn't and then start in safe mode with networking /cmdprompt and try it out from there.
