Fps locking in Rainbow six siege

(note: not quite sure what category to put this in so just put it under Graphics Cards) Fps suddenly locked in low 20s-30s straight from startup. Happened randomly after starting up today, no update or anything. Haven't messed or added any files between the time i played fine yesterday and today, to my knowledge nothing has changed. I have the game on steam platform. I tried clearing the download cache on steam and verifying the game files, both of which happened successfully. I've restarted my pc twice after doing both of those, but the fps is still locked really low. Tried turning Vsync off and on, didn't fix it. I normally run at ultra settings, 144hz, usually getting 90-120fps during gameplay. My setup if helpful is: gtx 1070, i5-3570k, 16gb ddr3 ram, asus maximus V gene mobo, running corsair liquid cooler in a large case with several fans. I know the pc isn't overheating or anything, it barely gets warm. I don't really want to reinstall as my internet is slow and it would take a long time and possibly not fix it, but I'm not sure what to do other than that.
 
Solution
Those fn+play/buttons don't work in a lot a places but honestly they are useless. Just use the space bar. Works in all the good video players, youtube, and nearly every video site or app.

I'm literally doing that right now after looking around a bit lol. I haven't checked temps manually but I have vents all over the PC and know it's not overheating just from the fan air.

Soo.. I just reinstalled the drivers and everything using ddu and nvidia website. Then I booted up siege and it was doing it again. But, I restarted my pc a final time, and it worked, for a split second. I tabbed out to reply to this saying it was working, then tabbed back into siege and it successfully dropped back in fps to 30-50. YAY. Restarted the game and it once again isn't working.

Holy shit, i just figured out the problem, but I have NO IDEA why it's the problem. It's fucking chrome. Whenever I have chrome open the fps is all over the place. When i exit, it stabilizes. wtf.

Ok, I never really knew or thought i'd need to check temps just cause my case is cooled af. But for extensions I only have Adblock, google docs offline, Toms hardware, and then the standard chrome apps, Docs, Google play music, Sheets, and Slides. I reset the cookies and cache for chrome but that didn't fix it either.

didn't check the usage because i'm not sure how, but I did disable hardware acceleration decoding a couple days ago because my Youtube was freezing when i skipped in videos, which fixed it. I tried turning that off again and trying siege a day ago, but it still didn't work

Ok, comparing siege and Chrome right now with both open, for Chrome: it's using about 80-85% total (using 99% of CPU), with siege only using 8-9% total.
Now that I think about it, I do think when i turned off hardware acceleration decoding to fix Youtube, I think siege started acting up a day or so later, possibly right after. That's the only thing i can think of that would've made a difference. I'll try turning hardware accel. off then restarting my PC completely, then compare again.

I did so, and now siege is running properly, its usage far above chrome's as it should be. Now i realized disabling Hardware Acceleration Decoding broke two things: Skipping in a youtube video freezes the video, ALSO, when i use fn+play/pause for spotify (which used to work a long time ago and randomly stopped working, I had to tab in to spotify and manually play/pause my music) now doesn't work once again, while Hardware Acceleration is enabled. Still don't know why lol. But chrome and siege work now.

now again today after I turned my pc on with hardware accel still enabled, siege still glitches with chrome open, as well as youtube freezing. so idk

Now siege works again with chrome open, i think I just needed to do a full reset of my pc or something. Youtube isn't freezing when i skip videos. But my fn+play/pause button still doesnt work lol, which isnt that big of a deal.
