Computer making weird sounds?

When I turn my computer on, sometimes some kind of fans get really loud (whether its the fan on the front, or the GPU. I have no idea). Like I mean REALLY loud I can hear them from down the hallway. The only time it goes back to normal is when I restart the computer. I thought maybe when I installed my GPU, one of the cords got in front of the fan and it keeps on hitting it, which is causing the noise. But when I restart it, the sounds stop so my theory must be wrong. Please help me. (And no it's not dust, I just cleaned it and it still happens)

Sometimes the fans run full blast or backwards when you turn on a PC.
But they should slow down once it gets running.
To be honest if it were me, if the fixes don't work, just leave your PC on 24/7 and let it hibernate (go into a low power almost off state).

Have you tried plugging the fans into the motherboard to control the speed?
Usually the noisiest fans are the ones on your video card.
Have you tried controlling those with fan curves?
 
The only one to be able to identify which fans are spinning like that is you. Open the panel and reproduce it. Stick near to the tower and watch/listen carefully the source of the noise.
It must be the gpu doing that. While it is normal to spin fast during boot, it should idle afterwards and not remain at high rev.
In that case i would try a clean re-install of gpu drivers.
Post your full specs please.
Do you update your drivers or so? When did it happen for the first time or was it always like that?
A cable touching the fan would make an additional ticking noise, which is very easy to identify visually by inspecting the interface of your fans.

I thought maybe it was the GPU. But to be honest, with a terrible prebuilt computer that I got about 3 years ago with older parts than my age, these fans could be causing the noise too. Full specifications?
CPU: FX 4130 (100% upgrading to a Ryzen 5 1600X once I get a job going)
GPU: ASUS DUAL-3GB GTX 1060
RAM: CORSAIR 8GB DDR3 (don't know the clock speed at which it's running at)
HDD: TOSHIBA 1TB 7200RPM
PSU: EVGA 500W
CASE: Apevia Sniper2GN
And yes, if you mean GPU drivers like from GeForce Experience, yes I update those whenever prompted to.
It wasn't always like that. It started happening maybe 1 - 3 months ago.

No I haven't. This is not really a big enough issue for me to test tons of things as when I upgrade my PC in the next 2 - 4 months I'm upgrading EVERYTHING inside the PC besides the GPU, but still I'd just like to know how to fix it because it's bothering and my family thinks my computer is broken which it's not :(
