cant boot from usb

im trying to boot an application from usb. The usb is written in FAT32. I tried it on my asus PC, and the boot order was correct so the usb was first. It didnt work, so i checked the bios. apparently, every time i boot my pc, my windows boot manager is always booted first, so my usb cannot be booted. Everytime i put my usb on 1st on boot priority, windows boot manager always appears at the top and it always boots regular windows. i am running asus x99-a.

when i save and exit bios when I change the boot order and save, a prompt pops up and says no bios settings have been changed!
 
Which USB port are you trying to boot from? Some USB ports on your motherboard a controlled by the Intel chipset and some are controlled by an add-on ASMedia chip. You may not be able to boot from the ports controlled by the ASMedia chip.

cant boot from bootable usb drive. I tried it on a different computer, worked just fine. I used rufus to burn an ISO to a flash drive using GPT partition style. I changed boot order so the flash drive was first, save and exit, but when i exit it says i have not changed bios setting. i continue to exit and boot up again. doesnt work. back into bios, it made my windows boot manager 1st in boot priority. Disable everything but bootable flash drive, computer doesnt start at all. Help? mobo is asus x99-a

The manual does not clearly identify which USB ports are controlled by the Intel chipset. It should be one of the 2 USB ports next to the audio jacks. (the same USB port used with the BIOS Flashback button)

im trying different ports, nothing is changed. i feel it has something to do with the windows boot manager in bios.
 
Check your BIOS under "Boot > Boot Configuration". Is "Fast Boot" enabled? Is "USB Support" set to "Full Initialization"? You would need this setting to boot from a flash drive.

* Boot Configuration *

Fast Boot [Enabled]
- [Disabled] This item allows your system to go back to its normal boot speed.
- [Enabled] This item allows your system to accelerate the boot speed.

The following items appear only when you set the Fast Boot to [Enabled]

USB Support [Partial Initialization]
- [Disabled] All USB devices will not be available until OS boot up for a fastest POST time.
- [Full Initialization] All USB devices will be available during POST. This process will extend the POST time.
- [Partial Initialization] For a faster POST time, only USB ports with keyboard and mouse connections will be detected.

those are on, yes. maybe i burned the iso the wrong way? do i burn it GPT, or MBR? still not working.
