Boot Issues and More

Hello,

I recently upgraded my system and I've been having a couple of issues since then.

First off, it takes a couple of tries to boot the computer, by this I mean it only generates a black screen as if it's failing to "wake up" the components. The fans, motherboard LED and RAM LED all light up, but other than that the peripherals (keyboard, mouse) and even the monitor don't start. Just a black screen.

After this, I need to forcefully shut it down as the 1 button press shutdown doesn't work. If I cycle this a couple of times, it will eventually boot. Then I have no problems for the rest of the day. It only happens during the initial boot where my PC is turned off throughout my sleep.

The second issue is that some games seem to be having a .5-1 second freeze every now and then (Assassin's Creed: Syndicate). As previously mentioned, I've changed most of the components of the PC, but the HDD where AC is on came from my old build and the game ran fine and dandy there.

Finally, I initially had an issue with the speed of my PC. That's to say, when I search on the desktop search bar, it gets a lag where the entire bar refuses to respond, though everything else works. I can click the desktop icons, refresh and delete stuff on the desktop without issue. The problem went away on its own after I disassembled and reassembled the entire PC. (Mentioning in case it's relevant)

So far, I've stress tested the CPU and GPU, plus ran memtest on my RAM. I couldn't find any issues, also checked the hard drive with a repair tool by ReImage. No dice. Disassembled and reseated all the components. Still didn't fix it. I even cleared the CMOS.

I am at a loss on how to proceed and if I have to live with this for the rest of the machine's lifespan. :/

Specs:

CPU: i5-8400
Mobo: Gigabyte Z370m-Ds3h
RAM: 16 GB G.Skill DDR4 3200 mhz
GPU: GTX 960 Armor 4GB
PSU: Corsair VS650

Thanks in advance. Sorry for the long post.
