NEW PC BUILD- Computer turns on but no display and CPU fan doesn't spin

Hey all,

I recently built this PC and have been issues with it that I cannot figure out. When i power on the power supply, the light on the motherboard turns on but when I hit the power button everything gets power such as the video card and case fans. The main issue is that the CPU fan doesn't spin and I get no display on the motherboard. I am plugged into the onboard video card (since it is a new build with no drivers) and I have also swapped around the RAM into different slots but still the same issue. I thought it was a power supply issue and I even swapped another one I had purchased to make sure that wasn't the issue. I also thought it might have been a bad CPU fan so I was able to get a new one but had the same problem. Any help would be greatly appreciated!

Here are the parts:
Intel - Core i5-7500 3.4GHz Quad-Core Processor

Noctua - NH-L9x65 33.8 CFM CPU Cooler

Asus - PRIME H270M-PLUS Micro ATX LGA1151 Motherboard

Crucial - Ballistix Sport LT 8GB (1 x 8GB) DDR4-2400 Memory

Samsung - 850 EVO-Series 250GB 2.5" Solid State Drive

MSI - GeForce GTX 1050 Ti 4GB GAMING X 4G Video Card

EVGA - SuperNOVA G2 850W 80+ Gold Certified Fully-Modular ATX Power Supply

Yes, I connected all the necessary cables to the motherboard including the panel. It is a really strange issue that I have never ran into and I have build a few PC's in the past.
