Can my CPU-Z bench result be affected by background applications?

when i do a bench on my i7-4790k 4.2ghz turbo with CPU-Z i get a score of 1850-70 single thread and 7400-8200 multithread. the single thread stays pretty consistant but my multithread goes 7400-8200. Could this be because of the amount of cpu usage my background applications is doing at that point? the normal multithread is said to be 8000 multithread and 1960 singlethread, so my multithread can keep up sometimes but my singlethread always falls behind. I have tried to play a little with the voltage too as the auto on my motherboard only gives my cpu 1.16 volt on full load. I went up to 1.2 but nothing changed other than the cores getting a little hotter.

Why is my multithread so inconsistent and why does my singlethread always fall behind the norms?

Btw i have had some crashes in AC Origins and was wondering if 1.16 volt is enough for an i7-4790k 4.2ghz turbo at full load?. Even tho i set it on auto volt. Should be enough then right? no other issues. Temp is fine under 70 degrees C.

Update: i found out that when i repeat a bench in CPU-Z the multithread score goes down by around 400 points each time, then i wait a little and do it again, and then its back to around 8000. is that normal?
