Super slow writes for my brand new ssd

Today my 120 gig SanDisk SSD arrived.(https://gyazo.com/71c3346a36d56e97f15160a2ca126359)
I installed a fresh paid copy of windows 10 pro on it and the performance is way less then it should be. Have I done something wrong? I've plugged it into my third slot on MOBO, 2 HDD's plugged into 2 black slots and the SSD plugged into a white slot.
The read speeds are ok (way less then advertised) but the write speeds are horrible, My 8 year old hard drive out-performs it.

Your HP 3397 motherboard isn't too helpful in determining which motherboard you have. But, if you just did an install of Windows it should boot with just the SSD connected. That is how you should have been configured when you installed the OS. Get the OS straight with no other drives connected.
It may be that you don't have AHCI enabled in the BIOS or the port you have the SSD connected to doesn't support it.

So I had to reinstall windows again, I've changed the cable to a 6.0 and a 6.0 slot and it changed to 500mb reads but only 70-90 writes.

You are still lacking on specifics to determine if you have a problem. The model SSD you purchased may have slow writes. Or if you have it too full, your writes will suffer. But if you are getting 500MB reads, then your motherboard is working appropriately.
