AMD CPU / MSI (Ryzen) Motherboard will not boot upon initial activation

I am a first time builder having an issue with my new build that was just constructed and wired not booting from either the HDD or a USB flash drive with a Windows 10 iso. (Please keep in mind that I am not well versed and had a significant amount of trouble just getting this far.)

Upon initial activation of the PC, I can safely and successfully boot into the bios and change the boot settings from there. I have attempted using the HDD (in both Legacy and UEFI), as well as a bootable USB Flash drive (also in both Legacy and UEFI) with no success. Upon rebooting out of the bios, the Windows logo appears on the screen for around 5 seconds then the "loading turnstile" appears for around 1/4 of a second, then the monitor I have attached registers as "no signal" and shuts down.

I have attempted booting in Legacy and UEFI modes, readjusting the memory to fit the motherboard's manual and booting up through different USB slots.

I appreciate any help on this issue. If you have any questions or need clarification, I will answer to the best of my ability.
