Artifacts without GPU overclock

Recently when playing games and streaming videos I've been experiencing artifacts (https://imgur.com/gallery/Rjlvw - sorry about the quality, but I can provide a better resolution if required) on my screen, in the video players and game windows, but not in browsers or anywhere else.
I researched this a bit and found that these appear when a GPU is overclocked too highly, but this isn't the case as I'm currently running it at factory settings and the artifacts still appear. I also have the latest GeForce Drivers (391.35) so I don't think that's a problem.

Is there a software fix for this or is it a hardware issue, and if so should I be seeking and RMA/Refund (I only bought the card a few months ago, I'm far within warranty)?

AMD FX-8350
Asus Sabretooth 990FX R2.0
Gigabyte G1 Gaming GTX 1060 6GB
16GB DDR3 1333mhz RAM
