Strange speed issue with SSD drive (PNY vs Samsung drives)

I have 2 different SSDs which have been hooked up to my secondary Ryzen 1400 system. Motherboard is an MSI Bazooka B350M. One is a PNY 240gb and the other is a Samsung 850 EVO 240gb.

The issue is the PNY drive only reads/writes ~30mb/s. The Samsung drive reads/writes exactly as expected. I cannot figure out why the PNY is just awful slow. I've tried formatting it, re-partitioning it, multiple reinstalls of Windows, etc. As soon as I pop in the Samsung drive, all is normal. Each drive has had clean Windows installs when testing.

The really strange this to me, is if I pop the PNY SSD onto a USB adaptor and test its speed on my 1700x system, it read/writes just as I would expect.

Any ideas?
